Observation

0345(3) The licensor observed the licensee in the same room as the child during her complaint visit, and checked on the child. The licensor observed the child go down the hall, which was not immediately noticed by the licensee. The licensor observed the licensee check her phone, but only very briefly before putting it away. During parent interviews and from the notes from interviews with parents conducted by the LD/CPS investigator, the parents expressed they were not concerned about supervision, besides the referent. 0345(5)(c) The licensor was told by the licensee that she was not directly supervising the children (not in eyesight) when a child was able to interact with the dog over or through the gate. The licensor also observed during her complaint visit that a child was interacting with a pet cat while not being directly supervised by the licensee. For this reason, the violation that a child was not actively supervised while interacting with animals is likely valid.
